DiNapoli: City of Troy's Finances in Precarious Position

The city of Troy’s financial condition deteriorated because of poor budgeting, the overuse of rainy day funds to finance day-to-day operations and insufficient funding for capital costs, according to an audit released today by State Comptroller Thomas P. DiNapoli. DiNapoli applauded the city’s new mayor for agreeing to take immediate steps to remedy the multitude of problems identified in the audit.

DiNapoli: Homeless Families, Adults Living in Squalid Shelters Due to Oversight Failure

A state agency’s failure to adequately monitor and inspect homeless shelters allowed violations and squalid living conditions to go unchecked, according to an audit released today by New York State Comptroller Thomas P. DiNapoli. The audit found fire and safety hazards, rodent and vermin infestations, and mold conditions at shelters under the oversight of the state’s Office of Temporary and Disability Assistance (OTDA).

DiNapoli: State Agency Overtime Pay Rose to a Record $716 Million Last Year

Overtime pay at state agencies jumped for the sixth straight year to a record $716 million in 2015 – up nearly $55 million from the year before, according to a report released today by State Comptroller Thomas P. DiNapoli. The total number of overtime hours worked also increased, continuing a trend that began in 2011.

DiNapoli Announces Oil Spill Fund Agreement with Dutchess County and the Town of Hyde Park

New York State Comptroller Thomas P. DiNapoli today announced an agreement between the New York Environmental Protection and Spill Compensation Fund (Oil Spill Fund), Dutchess County and the Town of Hyde Park to convert an abandoned gas station located at 1381 Route 9G to community green space.

The Oil Spill Fund, which is administered by DiNapoli, has paid $500,000 for cleanup and petroleum remediation efforts at the gas station and neighboring properties dating back to 1978. The Town of Hyde Park has agreed to demolish the building and landscape the site.

Comptroller Thomas P. DiNapoli and Attorney General Eric T. Schneiderman today announced the guilty plea of Daniel Lynch, a Rochester-area businessman, for working with others to rig the bidding process for multi-million dollar public works contracts in Monroe County.

DiNapoli: 2015 Sales Tax Collections Drop in 30 Counties

Annual local sales tax collections declined in 30 of the 57 counties outside of New York City last year, according to a report issued today by State Comptroller Thomas P. DiNapoli. Total collections across the state grew by 3.6 percent, or $552 million, in 2015 compared to 2014. But the increase was nearly exclusively driven by New York City, which saw an increase of $487 million.
