In May, the Office of the State Comptroller approved 791 contracts for state agencies and public authorities valued at $1.2 billion and approved approximately 20.2 million payments worth nearly $25.9 billion. The Office rejected 93 contracts and related transactions valued at $150 million and more than 9,000 payments valued at more than $21.4 million, primarily for mistakes, insufficient support for charges, and improper payments. State tax receipts in May were down $766.9 million or 19.7% from the previous year, according to the monthly state cash report released today by State Comptroller Thomas P. DiNapoli.

“With an economy still suffocated by a global pandemic, the state’s finances took another serious hit in the month of May,” DiNapoli said. “We are now clearly seeing the recession’s impact on tax receipts. As we continue to slowly re-open the economy, it’s critical that Washington act on our call for more federal aid.”

A report released by New York State Comptroller Thomas P. DiNapoli found 50 percent of the contracts in 2019 between Not-for-Profit (NFP) organizations and the state were not processed until after the contract start date. DiNapoli’s report showed that no progress has been made in the past year, with the percentage of late contracts increasing slightly from 47 percent in 2018.

In April, the Office of the State Comptroller approved 931 contracts for state agencies and public authorities valued at $680 million and approved approximately 11.5 million payments worth nearly $16.1 billion. The Office rejected 79 contracts and related transactions valued at $50 million and nearly 6,900 payments valued at more than $105.8 million. According to the monthly cash report released today by State Comptroller Thomas P. DiNapoli, significant revenue declines occurred for New York in April as a result of the COVID-19 pandemic and the three month extension of the state income tax filing deadline. All governmental funds monthly tax receipts totaled $3.7 billion, falling $7.9 billion or 68.4 percent from April 2019.

New York State Comptroller Thomas P. DiNapoli today announced that the New York State Common Retirement Fund (the Fund) is putting $50 million toward the federal Paycheck Protection Program (PPP), a component of the latest coronavirus relief package. Under the PPP, employers can secure loans that will be forgiven by the federal government if employees are kept on the payroll for eight weeks and the money is used for payroll, rent, mortgage interest, or utilities.
