New York State’s Environmental Facilities Corporation has provided financing for over 2,000 essential local water infrastructure projects totaling more than $23.7 billion since 1990, but the estimated capital improvement needs for water and sewer projects far exceeds this amount, and tens of billions of dollars in local projects remain in the pipeline.
State Received $1.06 for Every Tax Dollar Sent to D.C. in Federal Fiscal Year 2022
Historic federal pandemic relief funds, though being spent down, continued to boost New York’s balance of payments with Washington, according to a report issued today by State Comptroller Thomas P. DiNapoli. In Federal Fiscal Year (FFY) 2022, New York state generated $361.8 billion in federal taxes and benefited from $383 billion in federal spending. For every tax dollar paid to Washington, the state received $1.06 in return – a favorable per capita balance of payments of $1,076.

For every dollar New York sent to the federal government in tax receipts, it received $1.06 back in federal spending, as compared to a national average of $1.28, ranking New York 39 out of 45 states with a positive balance of payments. This report is the eighth in a series by the Office of the State Comptroller that examines the flow of funds between the federal government and the states.

In February, the Office of the State Comptroller approved 1,533 contracts for state agencies and public authorities valued at $4.8 billion and approved nearly 3.4 million payments worth nearly $12.7 billion. The office rejected 176 contracts and related transactions valued at $3.3 billion and more than 6,200 payments valued at more than $22.9 million, primarily for mistakes, insufficient support for charges, and improper payments.
