State Comptroller DiNapoli and District Attorney Scarpino Announce Arrest in $60K Pension Payments

New York State Comptroller Thomas P. DiNapoli and Westchester County District Attorney Anthony A. Scarpino, Jr. announced the arrest of Rochelle Rose for grand larceny in the second degree after she allegedly pocketed her deceased mother's pension totaling $60,285 to pay cellphone bills, a car loan, insurance and utility bills.

DiNapoli: State Missing Nearly $2.4 Million in Uncollected Tolls

The amount of unpaid tolls has risen since the expansion of cashless tolling by the Triborough Bridge and Tunnel Authority (TBTA) and it is likely to increase. Even when uncollected tolls can be billed, law firms hired to collect outstanding tolls and fees have not been effective, an audit released today by State Comptroller Thomas P. DiNapoli found.

State Contract and Payment Actions in May

In May, the Office of the State Comptroller approved 1,717 contracts for state agencies and public authorities valued at $12.6 billion and approved nearly 2.2 million payments worth more than $12.3 billion. The office rejected 163 contracts and related transactions valued at $230 million and more than 3,000 payments valued at nearly $4.8 million. State Health Department Unnecessarily Paid over $1 Billion for Patients Covered by Private Insurance

The state Department of Health (DOH) paid $1.28 billion in unnecessary Medicaid managed care premiums over a nearly six-year period for enrollees who already had private insurance, according to an audit released today by State Comptroller Thomas P. DiNapoli.

"Glitches in the state Department of Health's payment system and other problems led to over a billion dollars in unnecessary spending," DiNapoli said. "The department needs to improve its procedures and stop this waste of taxpayer money."

DiNapoli Launches Audits on School Safety

State Comptroller Thomas P. DiNapoli today announced he has begun audits of the State Education Department (SED) and the New York City Department of Education (DoE) to determine if they are doing enough to ensure schools have adequate and up-to-date safety plans in the event of a school shooting or major emergency.

In April, the Office of the State Comptroller approved 1,260 contracts for state agencies and public authorities valued at $3.8 billion and approved more than 4.3 million payments worth nearly $12.6 billion. The office rejected 117 contracts and related transactions valued at $190 million and more than 3,200 payments valued at nearly $5.7 million.
