Qualifications

No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program.

Criteria A:

  1. A bachelor's degree.
  2. Two years of professional experience in public policy analysis, public financial analysis or economic analysis.

OR—

Criteria B:

  1. A bachelor's degree.
  2. A master's or higher degree in economics, public administration, public policy, or finance.
  3. One year of professional experience in public policy analysis, public financial analysis or economic analysis.

  • You're eligible under the 55 b/c program, OR
  •  To determine if you're current Civil Service title is eligible for transfer to this title, visit the Career Mobility website. Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade. Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level grade 18 position.

Duties

Assist in analyzing and monitoring New York City's and New York State's fiscal and management performance. 

In this capacity, you would:

  • Compile data for statistical and analytical reports;
  • Compile and assist in the analysis of statistical data pertaining to revenue, expenditure, and economic trends and their impact on New York City's and New York State's fiscal operations;
  • Assist in the review of proposed legislation which may impact New York City's or New York State's financial condition;
  • Draft and edit reports, informal briefings, correspondence, and other communications;
  • Summarize findings of research and analysis; and prepare detailed reports.

Preferred Qualifications

  • Proficiency with Microsoft Excel and Word, as well as PowerPoint and Microsoft Access, is desired.
  • Experience in data analysis, financial modeling, statistical or other data analysis techniques is desired.
  • Ability to learn and work successfully with financial data and concepts.
  • Ability to learn and develop a solid understanding of the municipal bond markets and public finance concepts is desired.
  • Ability to learn research and legal analysis skills is desired.
  • Some familiarity with New York State and local budgetary, fiscal, economic and policy issues.
  • A demonstrated attention to details, the ability to work in a fast-paced environment, manage multiple priorities and meet deadlines, work in a team environment, and possession of strong quantitative, analytical, organizational, data management, interpersonal and communication skills.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
