The New York State Child Care Assistance Program (CCAP) provides subsidies for childcare throughout New York. The program is overseen by the New York State Office of Children and Family Services (OCFS) and administered through local social services districts. Spending on CCAP relies significantly on federal funding, which comprised 72.3 percent of almost $13.6 billion in spending from April 2016 through March 2026.
In SFY 2026, federal funding totaled almost $1.5 billion, comprised of $645.5 million in transfers from the Temporary Assistance for Needy Families (TANF) block grant and $810.3 million from the Child Care Development Fund (CCDF). CCDF is generally composed of the Child Care Development Block Grant and the Child Care Entitlement to States. In recent years, pandemic relief funding has also supported child care services; as a result, the federal share peaked in SFY 2022 at 94.1 percent of total CCAP funding.
Of the 168,432 children receiving CCAP services in January 2026, almost 67 percent were in New York City (112,135). Outside of New York City, Monroe (7,558), Nassau (7,413), Suffolk (6,104), Erie (5,761), Westchester (5,107), and Onondaga (3,501) Counties had the largest number of children receiving CCAP services.
