The New York State Budget enacted in April 2025 resulted in two new sections of the Retirement and Social Security Law (RSSL), which created new retirement plans in the Police and Fire Retirement System (PFRS):
Section 383-e of the RSSL provides a new 20-year plan, which is optional for Tier 5 members and Tier 6 members who joined before July 1, 2025.*
Section 383-f of the RSSL provides a new 25-year plan, which is optional for Tier 2 and 3 members.
IMPORTANT: Electing coverage under Section 383-e or 383-f is irrevocable and will apply to all subsequent employment in any plan-eligible title. Additionally, changing your retirement plan may not be beneficial to all eligible members.
Before submitting an election form, we strongly recommend you speak with a NYSLRS representative to discuss the impact of changing your retirement plan on your membership. Call 866-805-0990 (press 2, then follow the prompts).
* PFRS Tier 6 members appointed to an eligible title with a date of membership on or after July 1, 2025 will automatically be enrolled in the new 20-year plan.
