Holiday pay is additional compensation for time worked by an employee who elects to receive payment as opposed to accruals during their regularly scheduled shift up to 7.5 or 8 hours (as applicable) on a date observed as a holiday by the State. To be eligible for such compensation, an employee must be subject to the Civil Service Attendance Rules* and entitled to time off with pay on such a day.

*Seasonal Hourly employees may be eligible for Holiday Pay although they are not subject to Civil Service Attendance Rules. In addition, SUNY employees represented by UUP (BU 08) may be eligible for Holiday Pay. Refer to the current appropriate contract for more information.

Employees designated as Management/Confidential in a position allocated to Grade 23 or above, or in an unallocated position where the salary equates to Grade 23 or above, are ineligible for holiday pay.

Holiday compensation is calculated at the rate of 1/10 of the normal biweekly gross salary or 1.5/10 for time worked on Christmas and Thanksgiving.  The biweekly gross salary includes any additional derived biweekly salary factors such as Geographic Pay, Location Pay and Inconvenience Pay.  Holiday pay for less than a full day is prorated.

When an employee works on a holiday which is also his or her pass day, the employee is entitled to receive overtime compensation for hours worked in excess of 40 hours within the week.

To submit Holiday Pay, agencies must enter the following on the Time Entry Pay in PayServ as applicable:
