This Payroll Manual was created to provide information to NYS Agency Payroll offices on contractual and statutory obligations as well as other payroll topics that OSC, Bureau of State Payroll (BSPS) and our agency partners employ to manage and process payroll for over 300,000 New York State employees. 

BSPS is currently updating the existing Earnings information contained in this manual. 

Updated topics have Last Updated XX/XX/XXXX in the bottom right corner. 

Additionally, we will be adding updated topics for Deductions, Tax and System information.
